Costs
At this time, there is no state or federal funding to build the Placer Parkway. Currently, there are two regional funding sources for the future Placer Parkway. The first is SPRTA’s Regional Transportation and Air Quality Mitigation Fee program, which provides partial funding for several regional transportation and transit projects/programs. This fee program is expected to collect approximately $10 million for the Placer Parkway.
The second is the Tier II Development Fee program (effective May 27, 2009) to fund the Placer Parkway and SR 65/I-80 interchange improvements. This fee program was adopted by the cities of Lincoln, Rocklin, Roseville, and Placer County. Funding from this program will contribute $475 million toward a four-lane Placer Parkway (in Placer County). Two additional lanes (generated by existing development need) will be paid through other sources such as potential future state or federal funding, or through another local source, such as a transportation sales tax.
Sutter County will be responsible for approximately $100 million toward Parkway funding (for construction in Sutter County) . They expect to obtain these funds through development of the Sutter Pointe Specific Plan.

Funding Notes
- The Placer Parkway’s earlier
planning studies (2000 Conceptual Plan and 2001 Project Study
Report) were funded by Partnership Planning Grants and
Transportation Development Act. The 2000 Conceptual Plan was
approximately $150,000. The PSR was approximately $200,000.
- In 2002, The
California
Transportation Commission (CTC) allocated $4.7 million for the
corridor preservation's Tier 1 EIS/EIR. This State Transportation Improvement Program (STIP)
funding consists of includes federal and State monies. The
deadline to use this funding ended on February 28, 2007.
- On January 24, 2007, the SPRTA Board of Directors agreed to
allocate $3 million of SPRTA fee program (designated for the Placer
Parkway) to complete the Tier 1 EIS/EIR.
