    Costs
Cost estimates for the Placer Parkway range from $600 to $650 million. This 2005 estimated range includes environmental mitigation, right-of-way, design, and construction costs for the four-to six-lane facility.

At this time, there is no State or federal funding to build the Placer Parkway. Currently, a regional funding program is the only funding source for the Parkway. The South Placer Regional Transportation Authority’s (SPRTA) regional transportation impact fee program is providing partial funding for several regional transportation highway and transit projects. This fee program is expected to collect approximately $10 million, over a 20-year period, for the Placer Parkway.

Although the Placer Parkway has become an increasingly pressing transportation need for the area; the transportation funding situation for new projects is grave. Traditional State and federal sources have not kept pace with needs. This situation has spurred interest in exploring other more creative funding options. These options include a county-wide sales tax, more developer contributions, and toll road facilities.

Funding Notes

  1. The Placer Parkway’s earlier planning studies (2000 Conceptual Plan and 2001 Project Study Report) were funded by Partnership Planning Grants and Transportation Development Act. The 2000 Conceptual Plan was approximately $150,000. The PSR was approximately $200,000.
     
  2. In 2002, The California Transportation Commission (CTC) allocated $4.7 million for the corridor preservation's Tier 1 EIS/EIR.  This State Transportation Improvement Program (STIP) funding consists of includes federal and State monies.  The deadline to use this funding ended on February 28, 2007.
     
  3. On January 24, 2007, the SPRTA Board of Directors agreed to allocate $3 million of SPRTA fee program (designated for the Placer Parkway) to complete the Tier 1 EIS/EIR.
